The second and third documents concern Board Proceedings Recommendations and their disapproval by the Department of the Army.

The fourth and final document is a list of the 8 X-file numbers that were transferred to Manila from Yokohama.

Note that six of these X-files appear in the second and third documents. X-197 is not in the fourth document and X-215 and X-233 are not mentioned.

A final discrepancy is that the Board Proceedings disapproval lists 7 X-files.
