Letters in the Correspondence section provide a paper trail describing
the reasons why it took until December 1948 to approve Sgt Shiber's identity.


Basis for Identification, dated 30 June 1948,
consists of three pages.

In the third page are dates and signatures of the officers who
approved the recommendation and approval of Sgt Shiber's identity.

The letter dated 6 Decmeber 1948 from Lt Col T H Metz, Memorial Division,
to
Commanding General, Eighth Army,
states that Sgt Shiber's remains have been identified.

The final document , dated 11 February 1949, is a puzzle.
The Board of Review recommends that X-386 be redesignated as
Sgt Raymond F Shiber. This recommendation is approved.
