During the SCAP investigations prior to the Yokohama War Crime Trials
there was considerable difficulty in obtaining conclusive details of
what took place with the 44 POWs executed at Fukuoka.

One document states :
Complete and thorough destruction of all records ....

The investigators essentially had to rely on
circumstantial evidence and the process of elimination.

In this Board of Review for Billy Joe Brown the conclusion
was reached that there were no identifiable remains to process.
