and summarizes information that was available by 1 December 1949.

Remains of 25 of the POWs had been identified at this time.
A recommendation was to consider the remains of
the remaining 37 to be Non-Recoverable.

In this document the Legal Section, General Headquarters,
Supreme Commander Allied Powers ( SCAP ) is noted.

This is followed by a document dated 19 October 1949
signed by Lt Col T H Metz of the Quartermaster Corps.
Recommendations for individual identification of 7 POWs is disapproved.

The last document is undated.
Headquarters 8th Army sent a recommendation to the Board of Review to
declare Non-Recoverable the remains :

" of 37 individuals believed to be Tokyo Military Prison fire victims "
